Will the riots return? Almost certainly, it is just a question of when and, to a certain extent, where. It usually takes a catalyst such as a controversial death at the hands of the police to provide the necessary spark but the potential is always there. Those who work closely to 'their roots' will confirm that the potential to riot is always present in any society but there is usually a critical period of about 24 hours when the police, and to a very limited degree other agencies, can change the course of
events if they act fairly quickly. But history tells us that these opportunities are usually missed. What follows is an lengthy semi-judicial enquiry which then confirms, usually at considerable cost, what most of us already know. To make matters worse those who pontificate on the causes usually have little influence implementing their recommendations so once published these are quietly forgotten until the next riot. And so history repeats itself, unless the police recognise the early signs and act decisively to quell unfounded rumours and combat early outbreaks of disorder, the subsequent enquiry is largely a complete waste of time and money.
